BOROUGH OF CHAMBERSBURG POSITION OPENING

CLASSIFICATION: Gas Assistant Supervisor

GRADE: NB11

RATES OF PAY: Hourly Pay $33.54 - $35.56

PLACE OF WORK: 80 S Franklin Street, Chambersburg PA

HOURS OF WORK: 7:00 AM – 3:00 PM, Monday-Friday

POSITION SUMMARY

Assists the Gas Supervisor to plan and oversee the work of personnel engaged in the operation of the Borough’s gas system, including leak investigations, and the maintenance and installation of gas lines and services.

The employee in this class is responsible for assisting the Gas Supervisor with the installation and maintenance of gas lines, services and regulator stations, ensuring safety and regulatory compliance. The work involves assigning work to crews, supervising operations, handling customer concerns and overseeing the performance of crews. The incumbent receives general direction from the Gas Supervisor.

ESSENTIAL FUNCTIONS OF JOB

  • Works with Gas Supervisor to plan, schedule and assign work to crews;

  • Checks performance of crews to ensure compliance with Borough and PHMSA safety rules and regulations;

  • Helps set up work schedules to maximize coordination with contractors and other departments;

  • Responds to emergency situations;

  • Responsible for helping maintain, inspect, and adjust regulator stations and relief valves;

  • Assists with overseeing the safe locating, classifying and repair of leaks;

  • Assists with the oversight of system corrosion surveys, leak surveys, and valve maintenance surveys;

  • Receives requests for new service and helps schedule accordingly;

  • Recommends new equipment and procedures;

  • Keeps time and material records and makes reports;

  • Performs a variety of administrative details;

  • Attends seminars and conferences on gas utilities operations;

  • Assists Gas Crew with work as needed;

  • Willingness to respond to after-hours calls dealing with gas operations questions and concerns

  • Work together with Gas Supervisor to ensure that Borough Gas personnel are being efficiently utilized to the best degree possible;

  • Any other duties as assigned by the Gas Supervisor and/or the Gas Director/Assistant Director.

REQUIRED COMPETENCIES (KNOWLEDGE, SKILLS, AND ABILITIES)

Thorough knowledge of the construction, maintenance, and repair of gas distribution facilities with at least four (4) years of experience with natural gas and/or supervisory/leadership work; thorough knowledge of the hazards and safety precautions involved in working with gas facilities; strong verbal and written communication skills; ability to plan, layout and supervise skilled labor operations; demonstrated total commitment to safety; ability to complete Operator Qualification certification within three months of employment; good working knowledge of the International Natural Fuel Gas Code and DOT CFR 49. Must have experience making critical decisions in a gas distribution environment.

Establish and maintain good working relationships with those contacted in the course of work. Must have and maintain a valid motor vehicle operator's license, three (3) years clean driving history, and be insurable in the independent opinion of the Borough's motor vehicle insurance underwriter, in order to be eligible for this position.

Must have a CDL license or obtain it within six months of employment.

QUALIFICATIONS

Education:

  • High School Diploma or equivalent;

Preferred:

  • Operator Qualification;

Experience:

  • Extensive experience in the construction, maintenance and repair of gas distribution facilities, including leadership experience;

Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

WORK AUTHORIZATION/SECURITY CLEARANCES

Must be legally authorized to work in the United States and maintain required clearances to hold a position at Chambersburg Borough.

ADDITIONAL ELIGIBILITY REQUIREMENTS

Incumbent must have and maintain a valid motor vehicle license, three (3) years clean driving history, and be insurable in the independent opinion of the Borough's motor vehicle insurance underwriter.

Must reside within fifteen (15) driving miles of the corporate limits of the Borough of Chambersburg within one (1) year of hire date as their bona fide primary residence, and continue to reside within that area while employed.

  • Must be able to perform light to medium work, with occasional independent moving (lifting/carrying/pushing/pulling) of heavy objects and the ability to independently lift objects with a maximum weight of approximately seventy-five (75) pounds;

  • Must occasionally perform physical demands required for lifting, moving, and storing of supplies; general maintenance; etc.;

  • Must be able to move frequently throughout the workday as needed to carry out essential job duties;

  • Must demonstrate emotional stability, pay close attention to details and concentrate on work;

  • Must be able to perform the duties of the position while under physical and emotional pressures;
