JOB SUMMARY: 

Directs all aspects of District financial functions, budget management, financial reporting, planning, analysis, internal operations, customer billing and collection, and customer service centers at each District office. This executive reports directly to the Chief Executive Officer (CEO) as member of the Executive Management Team.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  1. Coaches and develops all personnel within Accounting, Billing, Finance, Warehousing, Meter Reading and District Customer Service divisions.
  2. Directs all aspects of District divisions.
  3. Directs and coordinates financial planning and budget management functions.
  4. Analyzes monthly, quarterly, semi-annual and annual financial results against budget and key measurements.
  5. Recommends, develops and maintains measurements and reports of financial and operational performance.
  6. Develops and manages short and long-term goals, objectives, policies and procedures for financial and operational performance.
  7. Develops and manages financial outlooks and forecasts.
  8. Responsible for accurate and timely customer billing, payment processing, accounts receivable management and releasing payroll for direct deposit.
  9. Manages financial instruments and investments, including compliance and reporting related to debt issues.
  10. Prepares the organization for audits, manages and coordinates all audit requirements.
  11. Ensures the organization is compliant with applicable accounting standards, rules, regulations, Federal, State and local laws affecting accounting and finance functions.
  12. Serves as a member of the District’s Executive Management Team (EMT), participating in short and long-range fiscal planning and organization goal setting.
  13. Communicates financial information necessary to enable accurate, informed business decisions and successful achievement of organizational goals.
  14. Directs the planning, design, implementation, and support of our financial systems and produces the reports, policies, and processes necessary to manage the revenue and expenses of the District.
  15. Ensures implementation of necessary corrective action, policy improvements, and/or procedural changes, as appropriate.
  16. Presents and interprets accounting and financial reports for Executive Management, the Board of Directors, external business associates and the public.
  17. Other job-related duties as assigned.

EDUCATION AND EXPERIENCE

Bachelor’s degree in Accounting, or a related field; and at least 10 years of experience that is directly related to the duties and responsibilities specified

Certified Public Account (CPA), CGFO or CGFM designation desired.

Governmental accounting, auditing and reporting experience desired.

 

ESSENTIAL COMPETENTCIES

  3. In-depth knowledge of financial planning, general accounting, and budget management principles and practices relative to the District’s operations.
  4. In-depth knowledge of the systems used in daily financial operations of the District and the alignment of reports and data with financial products.
  5. Knowledge of business management principles and practices in a public organization.
  6. Ability to compile, analyze, interpret, and present complex annual financial reports, statements and projections.
  7. Knowledge of audit requirements for the provision of financial information.
  8. Skill in business financial planning and analysis including cash flow, debt and treasury management.
  9. Advanced Excel skills.
  10. Knowledge of COGNOS or other report writing/data mining software.
  11. Familiar with GASB statements and their implementation.

 

TECHNICAL ABILITIES

  1. Keeps abreast of laws and regulations that apply to a particular staff function or field of professional expertise to maintain up-to-date compliance.
  2. Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
  3. Applies a working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with government and private agencies.
  4. Provides the ability to use commercial or District developed computer software applications, including integrated spreadsheets.

  1. May be required to work other than normal hours.
  2. Primary response employee during declared emergencies.
  3. Physical Effort: Requires sitting for long periods of time, walking, bending, and light lifting.
