THE COMMUNITY

Springfield, Missouri, is located in southwest Missouri on the Ozark Mountain Plateau. It is approximately 200 miles from several major metropolitan areas, including St. Louis, Kansas City and Tulsa, Oklahoma; and only 40 miles from Branson, Missouri. Springfield may be one of the country’s most common city names, but Springfield, Missouri is anything but common. With a population of over 170,000 and one of the fastest growing areas in Missouri, covering approximately 80 square miles, Springfield has a collaborative community spirit and is a great place to work, go to school, and raise a family.

THE ORGANIZATION

City Utilities is responsible for the generation, transmission, and distribution of electric power; the acquisition, transportation, and distribution of natural gas; the storage, treatment, and distribution of water; broadband services; the operation of the transit system for the City of Springfield; and participates in economic development programs. City Utilities’ service territory covers approximately 320 square miles, which includes the City of Springfield, portions of Greene County, and a part of northern Christian County. City Utilities is a publicly-owned municipal utility, governed by an 11-member Board appointed by City Council for a maximum of two, 3-year terms. The Board makes policy decisions for City Utilities and appoints the President, who is the Chief Executive Officer.

THE POSITION

The President-CEO serves as the strategic leader for City Utilities’ vision and mission, provides overall direction for the efficient operation of City Utilities, and advises and makes recommendations to the Board of Public Utilities with respect to these activities and policies. The ideal candidate will possess the following qualifications:

  • A four-year degree from a college or university in engineering, business, management, law, information technology, finance, or related field.
  • Experience in the management of staff that concern a wide range of programs and activities.
  • Excellent leadership skills and high level of integrity in order to build and maintain effective working relationships with staff, employees, the Board of Public Utilities, the CU Citizens’ Advisory Council, City Council and CU’s customers.
  • Ten years of recent, progressive responsible management experience in an electric utility, or fifteen years of exceptional related management experience in an industry providing services such as engineering, business, legal, information technology or finance, with at least five of these years in the utility industry.
  • A strong background in operations or management of a fully integrated electric system, including generation, transmission, and/or distribution systems.
  • Additional utility experience in one or more of the following commodities preferred:
    • Operation or management of a fully integrated natural gas system, including construction, operations, and/or acquisition.
    • Operation and management of a fully integrated water system, including water supply and/or water treatment.
  • In-depth knowledge of the structure and operation of federal, state, and local governments, including experience in legislative, administrative agency rule-making procedures.
  • Excellent written and oral communication skills and the ability to present material publicly to small and large groups of professionals and/or non-professionals that is understandable to both the technical and non-technical person.
  • Very strong knowledge of principles and practices of business administration, including finance management and
    budgeting.
  • Excellent analytical skills as demonstrated by the ability to collect, develop, assess, and blend information and recommendations from a wide variety of sources.
  • Excellent ability to work under high stress levels, with frequent interruptions and with tight and often changing deadlines.
  • Excellent ability to visualize and direct the planning and development of improvements to the utility system and to develop short and long-term strategies.
