Nature of Work

Manages the operations, functions, and activities of the Natural Gas and Energy line of business in order to provide high quality services and ensure compliance with all applicable federal, state, and local laws and regulations.

ENVIRONMENTAL FACTORS
Work is performed primarily in an office environment but may also require field work with exposure to all weather and traffic conditions, odors, fumes, gases and dust.

PHYSICAL FACTORS
Light physical work requiring the ability to lift items weighing up to fifteen (15) pounds; frequent use of a personal computer and telephone; considerable flexibility to structure daily activities between sitting, standing and walking; ability to respond to emergency developments related to field operations.

WORK SITUATION FACTORS
Position involves competing demands, performing multiple tasks, working to deadlines, and responding to customer issues.  Also involves working extended hours, including evenings, weekends, and holidays; on-call status for emergency management twenty-four (24) hours a day, seven (7) days a week.  Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Full-Time; Regular; Exempt

This position is a grade AD28.  

Duties and Responsibilities

  • Plans, coordinates, and manages staff and activities to ensure safe, reliable, cost-effective services for residential and commercial customers. 
  • Meets regularly with staff to review work in progress, discuss and resolve administrative, workload and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations to provide guidance in developing, implementing, and administering policies and procedures. 
  • Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives; ensures staff adhere to established policies and procedures to remain in compliance with local, state and federal regulations. 
  • Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.   
  • Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets; oversees procurement activities for supplies, services, equipment, and other items to assure activities comply with established policies and processes; prepares and presents various special and recurring reports, forms and other documents to provide consistent, accurate, and timely information.  
  • Conducts research, develops, and recommends long-term capital improvement and rehabilitation programs for the natural gas and energy utility; coordinates projects and planning with other staff and functions within the City to facilitate strategic and comprehensive planning.  
  • Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are being met; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services. 
  • Serves as department liaison to applicable committees and boards to ensure appropriate levels of service, support, and resources; responds to and resolves various complaints, issues, and inquiries as authorized and in accordance with established policies and procedures. 

 

Minimum Qualifications

Bachelor’s Degree in Mechanical or Civil Engineering or related field PLUS five (5) years of experience in utility design, management, and/or operations. Two (2) years of qualifying experience must include supervision of staff.  A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
 
A valid driver’s license is required.  Position requires an acceptable driving record in accordance with City policy.  Professional Engineer Licensure may be preferred.   

Knowledge, Skills, and Abilities

Comprehensive knowledge of: applicable rules, regulations, techniques and procedures to effectively perform the functions of the position; occupational and environmental safety and health hazards; principles and processes required to operate and maintain an energy generation and distribution system; implications of gas flow under different demand, environmental, and operational conditions; Department of Transportation (DOT) and other regulations regarding energy service; techniques and practices for efficient and cost effective management of resources; safe and effective use of related tools, equipment, and motorized vehicles; principles and practices of effective administrative management including personnel management, record keeping and records management, budgeting, strategic planning, customer service and effective employee supervision; business and personal computers, and applicable software applications; City organization, operations, policies and procedures to effectively perform the required functions and duties of the position.

 

Ability to: perform a variety of duties and responsibilities timely and with accuracy to meet deadlines; firmly and impartially supervise, coach, counsel, mentor, lead and direct the activities of staff; read, understand, interpret, and ensure compliance with a variety of specifications, plans, standards, policies, procedures, rules, and regulations governing related activities, programs, and functions; safely and effectively operate associated equipment and motor vehicles; navigate across even and uneven surfaces; communicate appropriately and effectively orally and in writing; use sound judgment in decision-making in conducting routine operations and during malfunctions or other emergencies; respond timely and effectively to emergency situations; operate a two-way communication and electronic devices; research and compile applicable information and maintain accurate records; prepare and present accurate and reliable reports containing findings and recommendations; review documents and extract relevant information; establish and maintain effective and appropriate working relationships with employees and the public; use initiative and independent judgment within established procedural guidelines to successfully meet established goals and objectives.

Skills in: analyzing trends and issues, evaluating alternatives, and making logical recommendations based on findings to address issues and/or make recommendations to improve policies, processes, procedures, and methods; effectively managing and leading staff and delegating tasks; reading, interpreting, and communicating policies, regulations, and technical information; reviewing, preparing, evaluating, and verifying relevant records, reports, calculations, documentation, and presentations; using initiative and independent judgment within established procedural guidelines; maintaining complete and accurate records; operating relevant tools, equipment, and motorized vehicles; operating a personal computer with installed generic and specialized software; assessing and prioritizing multiple tasks, projects, and demands to ensure achievement of goals and objectives.
