As a member of the Engineering Standards unit (ENGS), the Gas Standards Senior Project Engineer will support the technical needs of gas standards and provide more expertise, in-house, to support gas standards requests. In your first six months, you will quickly gain an understanding of Colorado Springs Utilities business processes in relation to gas standards including: failure, reliability, materials and costing analysis. As a Gas Standards Senior Project Engineer, you will work with a dynamic team of individuals providing gas engineering support to our internal/external customers.

Typical Responsibilities:

·         Managing large or complex gas engineering projects

·         Technical support for operational issues as they arise. This usually consists of reviewing materials or reviewing specs for new materials

·         Attend/participate in gas industry organizations such as AGA, MEA and other standards groups for best practice sharing and to survey other utilities and help write standards to improve our gas materials and practices

·         Partnering with other group members to provide support in aligning our Operating Manual with our Distribution Infrastructure Maintenance Program (DIMP) requirements and our Standard Development

·         Partner with gas construction to define, document and approve gas construction standards/methods based on industry best practices/developing technologies

·         Revisit and implement any identified changes then lead the ongoing gas 'white paper' process (change management)

·         Partner with Machine Weld on standards, materials, methods, etc.

·         Perform simple gas analysis

·         Develop a material quality control process

·         Review changes to codes and standards to determine what changes need to be made to Colorado Springs Utilities practices

·         Attend the gas construction meetings and develop a group for gas related issues.

·         Write and approve material specifications for gas items

·         Failure analysis of gas equipment

·         Material evaluation for new or alternate materials

·         Review blanket purchase agreements with vendors/manufactures to support Materials Management in ordering correct equipment

So, what will it take to be successful in this position?

While you probably have a Bachelor’s Degree in Engineering (Mechanical, Chemical or closely related preferred) and at least five years experience in Gas Engineering, we’re most interested in your professional accomplishments in the following:

·         Identifying standards in need of development or maintenance and identifying work needed on problems with designs, materials or practices

·         Use of your body of knowledge of national and industry standards and applying them to gas construction projects and materials selection.

·         Dealing with complex engineering standards issues or investigations

·         Performing cost benefit analysis and evaluation of materials to be used in the gas distribution system and working with Construction crews and Engineering to develop construction standards.

·         PE license and/or Masters degree is preferred

The Owatonna Public Utilities (OPU) has an opening in our Engineering Department for an Engineering Technician- Gas. Minimum qualifications for this position include the following:

• 2 year Associates degree in Gas Engineering, Engineering Technology, Civil Engineering, Mechanical Engineering or closely related field.

• 7 years gas engineering design experience at a utility.

• Working knowledge of AutoCAD drafting software, Microsoft WORD, EXCEL and ACCESS software programs.

• Working knowledge of design code and construction specifications for natural gas installations.

• Ability to interpret construction/architectural plans.

• Minnesota Class “D” driver’s license.

Performs professional engineering work relating to the installation of natural gas projects and other assigned public works projects and programs ensuring technical competence and compliance with all current regulations, codes, and policies. Responsible for the designs, layouts, and drawings according to engineering specifications for the natural gas system using Computer Aided Drafting (CAD). This includes new development/construction on the gas system, updates in our current system, as well as, system re-designs, and re-builds. Reviews engineering drawings and supporting documents to verify adherence to company and/or industry standard practices.

City of Mesa - Gas System Welder

$42,973 - $57,928 / annually DOE

 Position Summary:

A Gas System Welder is responsible for welding steel gas lines using electric arc and oxyacetylene welding equipment; fusing polyethylene (PE) 2406 pipe for the construction, maintenance, and repair of the City's gas utility system; and for assisting in the manual and technical aspects of gas line construction, maintenance or repair activities.  This work requires strict conformance to City of Mesa welding and fusion specifications and procedures, as well as state and federal regulations governing the natural gas industry.  An employee in this class must be certified annually in the use of arc welding equipment and polyethylene pipe fusion, and must demonstrate competency at any other time as may be required by the City to be retained in this class.  Since much of the work of this class is performed on pressurized lines, there is considerable potential for exposure to hazardous conditions.  Welding is usually done in a confined space requiring awkward body positioning and may be performed under a variety of adverse weather conditions.  Employees in this class must be certified as PE fusers as well as arc and gas welders.  This position is also responsible for performing related duties as required.  An employee in this class is required to use appropriate safety equipment and follow safety procedures in performing assignments.  This class is subject to emergency call-out and must be available for stand-by, as required.  This class is subject to DOT drug and alcohol testing as outlined in 49 Code of Federal Regulations (CFR) Part 199 for the Pipeline and Hazardous Materials Safety Administration (PHMSA) AND Part 382 for the Federal Motor Carrier Safety Administration (FMCSA).  Although welds and fusion joints are inspected by a Gas System Inspector, this class is supervised by a Gas System Crew Leader through observation of work habits, skill level, productivity, and completed work. 

 This class is FLSA nonexempt.

 Qualifications:

Minimum Qualification(s) Required.  Any combination of training, education, and experience equivalent to three years full-time employment as an electric arc and oxyacetylene welder; OR one year of experience with the City of Mesa as a Gas System Worker.

 Special Requirement(s):

Must possess or be able to obtain certification in Lyco fittings, polyethylene fusion, electric arc, and oxyacetylene welding within three months of employment or promotion into class

Must possess a valid Arizona Class A Commercial Driver's License (CDL) Instructional Permit by hire date.  The skills demonstration portion of the CDL test must be completed within 120 days of hire date and will be administered by a City of Mesa Third Party Tester

Must obtain certification as a gas system operator in accordance with 49 CFR within three months of hire date

Must meet the qualifications to wear a tight fitting respirator by passing a medical evaluation in accordance with CFR 1910.134 by hire or promotion date and must maintain certification

Due to the safety and/or security sensitive nature of this classification, individuals shall be subject to pre-employment or pre-placement alcohol, drug and/or controlled substance testing as outlined in City policy and procedures

 Preferred/Desirable Qualification(s):

Certification in Lyco fittings, arc welding, oxyacetylene welding, polyethylene fusion, and experience in layout is highly desirable
